The Internet Corporation for Assigned Names and Numbers (ICANN) and the Internet Governance Forum (IGF) have been at the forefront of global discussions on internet regulation, with the International Telecommunication Union (ITU) also playing a significant role. However, the rise of national data protection laws, such as the European Union's General Data Protection Regulation (GDPR) and the California Consumer Privacy Act (CCPA), has created a fragmented regulatory landscape. According to a report by the United Nations Conference on Trade and Development (UNCTAD), 128 out of 194 countries have implemented some form of internet regulation, with 70% of these regulations focusing on data protection and cybersecurity. The ICRA (Internet Content Regulation Alliance) has been proposed as a potential solution to harmonize internet regulation globally, but its implementation is still in its infancy. As of 2022, the ICRA has been endorsed by 15 countries, including the United States, the United Kingdom, and Australia. The future of global internet regulation will likely be shaped by the ongoing tensions between governments, corporations, and civil society, with the ICRA potentially playing a key role in shaping the global regulatory framework.
